Rothwell Figg Welcomes Veteran Litigator Robert P. Parker as a New Member
Washington, D.C. – February 1, 2013 – Intellectual property law firm Rothwell, Figg, Ernst & Manbeck, P.C. today announced the addition of Robert P. Parker, an accomplished litigator with a practice focused on complex civil matters involving IP, technology, regulatory and international commercial issues.
Parker joins Rothwell Figg as its newest member, following 14 years as a partner in the Litigation Department of Paul, Weiss, Rifkind, Wharton & Garrison LLP, where he began as an associate in 1991, and most recently as a partner at Baker & McKenzie. Prior to joining Paul, Weiss, Parker spent nearly three years as counsel to the chairman of the International Trade Commission.
He has represented clients in intellectual property litigation in federal district courts and at the International Trade Commission. He also has litigated in state courts, in the Court of International Trade, before a number of federal regulatory agencies, and in arbitration proceedings. An experienced appellate lawyer, Parker has argued before the U.S. Courts of Appeals for the Federal, District of Columbia, Fourth, and Eleventh Circuits. He has been named a Washington, DC Super Lawyer in the area of intellectual property litigation.
Parker has also played a leading role in prominent internal investigations for clients addressing accounting, regulatory, and compliance issues. Most notably, he led an investigation into ethics and compliance issues in the defense contracting division of The Boeing Company, and he co-led an investigation into accounting and governance practices at Fannie Mae. He was a lead attorney for the "Rudman Commission," which in 1995 restructured the National Association of Securities Dealers and its relationship with the Nasdaq Stock Market.

Parker is a past president of the International Trade Commission Trial Lawyers Association. He has lectured on legal matters in the U.S., Europe, Asia, Australia, and New Zealand, and has taught as an adjunct lecturer at Johns Hopkins University and the George Mason University Law School.
Parker served for over 10 years on the board of the National Council for Adoption, and as chairman of the NCFA from 2003-05 he helped to manage the organization's transition following the death of its founder. He has also served on the board of Ohev Sholom – The National Synagogue in Washington, D.C.
Parker received his B.A. degree with honors from Johns Hopkins University in 1981. He is a cum laude graduate of the University of Pennsylvania Law School (J.D. 1984). Following law school, he clerked for Circuit Judge Oscar Davis on the United States Court of Appeals for the Federal Circuit.
